The suspension lug and safety pin arrangement is reminiscent of Practice Bombs of that era - probably because they were dropped from the same type of bomb carriers....

Nice ,i've got one of these as well, still full of aluminuim powder, ... that just gets everywhere!
Any stencilling on your one?
 
Much like a practice bomb , they have a small detonator burster that ruptures the casing, and the filling of powdered aluminium creates a slick on the water surface,to be visible from the air.
