US very early aircraft bombs ?

This photograph comes from the US (this does not imply that it was taken in the US but probably was, looking at the look of the workers) and shows an "homemade" frabrication, early in the 20th century, of what looks as aircraft bombs (probably incendiary judging by the presence of a hole in the rear part of the body. The fact in itself is not unknwon - a number of American supporters, including Lester Barlow, made "handcrafted" bombs for Pancho Villa, but these may of course be something else (and most probably are). Any idea?

The closest think I have seen are these locally produced incendiary aircraft bombs made in Catalunia at the beginning of the SCW:
