Seems to be Polish "MPR".
I assume white band indicates inert drill ("szkolny", "Ćwiczebna")

Polish material, whose construction can be dated to serial production since 1963.
From what I know, it is a purely Polish construction 1961 ( kpt. inż. Edmund LEWANDOWSKI ).
