unknown japanese boobytrap

got this photo of a japanese boobytrap device,has anyone seen this before?
im not sure how it works,looks like you set it up on the base plate(square block with spanner on it)and bury it in the ground like the british N0.8 switch?
and maybe the small cylinder with the writng on it is the charge?
can someone translate the writing

yes the little tube with the writing on it could be some sort of flare,seems to be missing some sort of trigger device though
 
Could you please post a clear close-up of the kanji characters?

The first character is "shichi" (seven /7) & the last is "dan" meaning bullet (or grenade / rocket?)

The closet translation so far is "seven whips launching bag bullet" - which doesn't make sense to me, maybe due to zooming in to a fuzzy image.

No time right now to look closely, but looks like the anti-aircraft submunition for the 81mm mortar.
 
The kanji translates to:
七糎打上阻塞弾 = Seven Bullets

Looking further into this, doesn't appear to be a booby trap (nor an improvised one), but Type 7 (70mm) of the "Blockage Bullet" launch machine, which were used against ultra low fying aircraft using anti-aircraft parachute mines (Type 8 (81mm) was a larger calibre). I believe US-Subs was on the right track!
