Unknown Hand Held Flares

The attached picture shows two hand held flares. The longer one was filled with some sort of illuminating composition at both ends. The lower one has a piece of wood where the flare filling would normally be. It could possibly be a dummy, but I think that unlikely. Any information on either would be much appreciated. Thanks in advance.

This is pure speculation, but the upper, double ended flare rings a bell with a flare used in guard dog displays.. the dogs carried the flare around the arena to demonstrated they were not phased by the flames...

Late 50s early 60s RAF dog handling display team perhaps...?
