Mystery Scovill Model 1907 M Fuze - Identify?

Hello all, I have probably seen 300 of the very common Scovill Model 1907M fuzes over the past 30 years, but I have never once seen an example like this. Any information would certainly be appreciated! Thank you in advance!

MinenAZ16, thank you very much for your responses! That is some very interesting info..........never thought the modified fuze might be for bomb use. The mystery continues! Thank you again!
 
I wonder how the powder train was ignited on a dropped bomb? This would require a spring loaded detonator or striker (maybe on the last posted picture).
