It looks like a page from AP1661E (Pyrotechnics) and might still be Restricted, but it looks like a Signal to me.
But I can't tell you what's inside.

Does anyone have anything on the dispenser this fit in? As a ECM geek I find this very interesting. The only Brit chaff dispensers I'm familiar with used bulk dispensers with chaff packets rather than cartridges. Was this perhaps for shipboard (vs airborne) use? Being in an "AP" manual. I would think RAF...
 
The white zigzag around the case denotes this as a "Radar Echo" store, the term subsequently changed to "Countermeasure"

You are quite correct, the "A.P." denotes it being an RAF store.

It was used on the Avro Vulcan and possibly other big aircraft for creating "Rapid Blooming Window" also used with the 2.25" Type 400 Infra Red Decoy flare - basically the same cartridge but expels a large MTV pellet.
