Whats a cantrell tool used for?

Was asked what a cantrell tool is used for and I am stumped. Cant find an answer anywere, just seeing if anyone could help.
 
Cantrell Tool'

Named after its inventor, Warrant Officer Cantrell, the tool is used to RSP one of the chemical long delay, anti withdrawal bomb tail fuze.

Thanks for the info on the Cantrell Tool. It was helpful with the question that was given to the CO. The other problem I am having now is we have to give a Class over the RSP on the M123 fuze which uses the Cantrell tool, but cant find a picture or dimensions or any info over the tool itself. Do you know were I can find this info.
 
Cantrell tool and method

It's a tool and a RSP method used only for the M123 chemical long delay serie fuzes.
If you have acces on it, you'll find some interesting drawings and data in the US TM :B-2-3-31 Rev 5 of 19 Jan 1990.
