What is this?

Picked up this projectile looking thing at local gun show yesterday. Any idea what it might be???
-128mm long.
-diameter at "driving band" 42mm, in front part 43,5mm.
-the shell is totally covered with 2mm thick brass jacket.
-a small bit of skirt is cut off at base and there is remains of soft solder.
-core is non-magnetic with 27,5mm diameter and 46mm deep cavity in base, no threads.
-in front part is 2 threaded holes, one empty and about 8mm deep, with approximately W1/4" threads, remains of a steel screw in the other. The holes do not come into the cavity.
-on side of one hole is stamped "17". No other markings visible.
-When shaking the projectile it rattles so that there must be a bigger slightly loose part inside.
-weight 797 grams.

I have a similar looking item , i think i identified it as the top of a flag staff (trooping the colours)!

That was also my first thought when I saw it, but this is quite complicate design, very heavy, cavity is rather short and the screws which could be used to lock it on pole do not go in cavity.
 
I was first thinking on a head of a bangalore torpedo but it's too heavy and effectively a too complicated design !
