What is this Projectile?

As it is blue and made of some plastic or resin I presume it is a training munition. Is has no markings, 4 metal fins to stabilise the projectile in flight. The aluminium base looks like it has been melted off making me think this is a type of rocket propelled projectile.

Total Length: 145.64mm
Tip Length: 44.67mm
Diameter: 21.76mm
Material: Plastic + Metal + Aluminium

Does anybody have any further information regarding the identification of this projectile?

It is a subcaliber projectile from a mortar training system. It was fired from a cartridge in the middle of a training projectile that is dropped down the tube of a mortar. When the carrier projectile hits the bottom of the tube, your projectile is fired out, and the carrier projectile is thrown from the tube a short distance to be reloaded and used again.
