US 9mm Parabellum marked M1 ?

No, these are of WW2 vintage.
The "M1" is exactly that, "Model 1" just as for example you have ".30 M1". The U.S. made M3 Grease guns in 9mm calibre for use by the OSS and resistance groups in Europe during the war and this ammunition was standardised as "M1" for that weapon. It was also suppplied to Great Britain in large numbers under Lend Lease arrangements post 1941. Some was steel cases.
Winchester made 9mm however did not use the M1 designation on their labels though.
