Unknown 9x19mm Paintball cartridge

Can anyone identify this paint ball cartridge? It isn't new but is at least several years old. It turned up in South Africa.

Lew,
It's difficult to say for sure without having the two rounds side by side to compare but it looks very similar to my specimen which apparently originated from Hereford here in the UK.

Jim, Thanks for your reply. I have one like yours and a seperate bullet (pic below). Your load has a hollow bullet with a small hole through the base. This unknown load looks to be light blue solid molded plastic shaped to fit into a 9x19mm case and it has what looks like a standard 6mm red paintball molded in the tip. There was no powder in the case so it is entirely primer powdered.

Lew, would I be correct in thinking that with both specimens the plastic insert doesn't leave the case when fired and it's just the paintball that goes 'downrange'? If so, how are the inserts retained as there doesn't appear to be any secure crimping?
It's been suggested that the RG round was intended to be loaded with a powdered lead mixture (and presumably a propellant charge as well) and then used as an anti-hijack round on aircraft. I've never seen one of these loaded, have you?

Jim, I think in both cases the entire projectile goes downrange when fired. Neither is crimped or otherwise attached to the case.

I have been confused by the British load for some time. It has been suggested that some kind of dye was placed in the plastic bullet, but the hole in the base of the bullet argues against that. In fact, it seems to me that if the bullet was intended to be filled with anything, the bullet base would be solid, and not have a hole molded into it. Strange round. I have never heard a logical explaination of the purpose of this cartridge.

The round from South Africa used an ordinary S&B 9mmLUGER case without the logos on the headstamp and a red pa. I have checked with a a number of Czech collectors and with a source at S&B and have been told that they have not seen anything similar. I suspect this projectile is probably sold seperately and then just slipped into a primed case by the shooter. I suspect somebody, somewhere has a little plastic bag of these bullets with a card in it and that is how they were packaged for sale. Just a guess.
