Unidentified Item, Possible Naval??

I was wondering if anybody could help shed some light on the item in the attached photograph? A colleague was under the impression its a possible Naval Flare? But any information or a point in the right direction would be greatly appreciated.

Yes it's a R.N. Flame Float.
