Have a look on part II : Employement !

I suppose that RE is Royal Engineer !
It seems to be empty mines wich must be filled by engineers troops on the field, probably for transport security or something like that. It's first time I heard of it too.
I hope that someone here can explain more about them !

Reading the text, these mines were only to be filled and used only in an emergency. They were only to be deployed by Royal Engineers. The reason they were supplied unfilled is that the intention, if used, was to utilise readily available commercial explosives such as Gelignite, Ammonal, Blasting Gelatine, or Dynamite. Although intended as an Anti-tank mine, the publication warns that with a firing pressure of a 40 lb. the mines will certainly fire under the pressure of a man's foot.
