The Titan missile tip is under a large transparent plastic window for a reason. It is done so the Russian satellite can peep into this hatch and see the hole on the side of the missile which indicates that it is a dummy (non-functional) missile that can't fly. Thus the treaty still holds ( I wonder for how long....)
