This is a home-made "air howitzer". The owner hooks up a scuba tank to the howitzer's tank (invisible in this picture, it is on the "action" side of this gun), charges up that integral tank, inserts various fun loads down the barrel and "pulls the trigger". Apparently they play with it a lot, it is a holiday cannon.
