Hello,
Is this a bomb disposal device, if so, how does it work, I've no experience in this field?

It is a clock stopper for german type 17 clockwork fuzes

It works by first pumping all of the air out of the fuze and then filling the fuze with a fluid to stop the clockwork mechanism.

It looked like some sort of pump, so another thing learned! I guess that these days a squirt of superglue may help?

They had it in there kit but if they used it i don't know.
Found it at the fair in Ciney.
