Soviet bakelite container for "R-4" unknown

Hello again,

Have this Russian container in my collection. All I know is, it used to contain 4 pieces of "R4" and production date was 1989. What is R4? Maybe some kind of propellant charges or boosters?

I would be very thankful for any info.
