Shotgun projectile?

I believe this item is some kind of a ballistic projectile. It consist of a cardboard cup that presumable serves as a carrier for the metal tip. The cup has what appears to be a tracer compound in the bottom. The diameter of the cup is 16,5mm and 21,5mm high.

Inside the cup is placed a closed metal container measuring 19,5mm in diameter and 16,5mm high, weighting only 2,8gram. The complete unit measures 29,3mm high and weighting a total of 6,2gram.

Could this unit be some kind of a shotgun round and what would the purpose be? The cup feels empty and hollow, and there is no way it could be ignited from the outside as the container is completely sealed. This means that it is either a blunt force trauma projectile or it is impact ignited.

Anyone?

Old post, but no replies so I belive a bump is in order. :tinysmile_hmm_t:
 
I may be off here, but with some differences in construction it looks like one of the old German road reflectors. They were set into asphalt or concrete and the glass tip was exposed. I was told that either an additive or the construction caused them to reflect like "cat's eyes". The indication I was given was that they were a military development, but I cannot confirm this. The ones I have seen were all metal bodies, but the top and general shape was very similar to what you show. The tip of yours looks very much like the old glass. Seems like I've got a couple of them stuck in a drawer around here somewhere, but I would expect that our European colleagues could confirm or disprove?
