It was common for our tractor (agricultural type) drivers not to tie down loads onto trailers at work. This went on until an empty ULS parted ways and just missed the bosses car as the tractor went round a bend in icy weather. Following the inquiry it was determined that from then on all loads would be secured with straps. The stupid bint that was driving the tractor said "Why? it missed the car!"

Wait,is that German writing on the side of the car? Well that would probably be Wisconsin too........
FWIW those types of rail cars are used to haul gravel for direct application along the tracks. The straps are used to help secure the individual side wall gates on the car in the up position against the weight of the gravel.
