Russian spanner

Spanner with Russian markings, 200mm long. Anyone know what is for? Barely visible markings on smaller ring ?Ф?71 07 0.00.

I would say it is for the newer fuze protection caps (left side) and for fuzes itself (right side). For the "small" series of Russian fuzes like for the V-90, T-90, D-1U etc.
