Refueling probe or bomb/missile tip?

Anyone have any idea this is? The thought was its a Aerial refueling probe. I thought it might be that, or maybe a tip to a bomb/missile. What do you guys think? For information, this is in the USA so it's more likely it's a USA made military item. If its a refueling probe, any idea what plane it was from? Thanks!

I'm thinking static discharger. As for what aircraft, it could be one of many. Could be from the nose of some type of aircraft as the cone shape seems to look that way to me, but also could be wing mount for all I know. Maybe had strobe in the tip at one time if those look to be electrical fiddly bits inside?
 
The F104 Starfighter had something like this on the nose cone,it could be the probe for the pitot head,the two tubes inside could be for airspeed pressure and static pressure,just a guess really,
