Questions on 37mm shell markings

Hello,

I have some questions on a shell with the following measurements.
- length is 90mm
- diameter is 37mm

Does anyone know the following:
- for which country was this shalle made (england or america)?
- for what was it used?
- What is the meaning of the markings on the bottom?
