Question on a US shell

Hello,

Does anybody know the meaning of the letters ECBC which you can find on a 10,5cm shell? See attached pictures.

I'm not sure if it is U.S. Made. The U.S. typically uses a 3-letter manufacturers code. What is the lettering stamped around the primer?
 
I doubt if the people that deal with chemical/biological materials would spend any time on something as simple as the most common 105H M-14 case. Cartridge cases are given to the Arsenals and Civilian manufacturers already set up with the equipment to draw the cases in huge quantities. In addition, the U.S. uses a 2 or more common 3 digit manufacturers code. Since this one is 4, I'm thinking it isn't U.S. That's why I asked for the primer info.
