Question on 70mm shell

Hello,

Can somebody identify the usage of the shell in the below picture?
The dimentions are 118mm by 70mm.
What is th meaning of the letters L 7?

The case length is original, it is for the French post-WW1 St. Chamond 70 mm L/16,2 mountaingun.
