UK Border Agency workers could have caused explosion at airport

The UK Border Agency has been censured by the HSE after an investigation revealed that safety failings could have led to an explosion at Robin Hood airport in Finningley, South Yorkshire.
Staff from the agency went ahead with an examination of a munitions cargo of a plane at the airport despite being warned against the action by the pilot.
Ten people were present at the airport when the incident occurred on 10 November 2009 and the HSE have since issued a Crown Censure against the UKBA as the agency cannot face a standard prosecution case like non-governmental bodies.
The airplane that was searched was transporting anti-tank ammunition and had been moved to a more isolated part of the airport after UKBA bosses decided to investigate the load. The UKBA employees proceeded to open the crates of ammunition and even remove some of the explosive devices from their protective packaging despite being explicitly told not to do so by the pilot of the aircraft and despite the fact there were ten people in the vicinity of the aircraft.
The subsequent HSE investigation discovered that the UKBA had failed to carry out an adequate risk assessment so that they could have been more aware of the possibility of an explosion occurring that might have endangered the lives of their own staff, workers at the airport and members of the public.
The UKBA has formally accepted the censure and acknowledged that their negligence led to these health and safety failings.
The HSE Director for Northern England, David Snowball, commented:
"Our investigation into the details of the cargo verification by UKBA staff at Robin Hood Doncaster Sheffield airport found that the failings by the Agency were serious enough to warrant this course of action.
"The evidence brought to light by the HSE investigation would be sufficient to provide a realistic prospect of conviction of UKBA in civilian courts. This Crown Censure is the maximum enforcement action that HSE can take and should serve to illustrate how seriously we take the failings we identified."
 
Well done the HSE for seeing this action through. If you not qualified to handle live ordnance, leave it alone and get someone qualified on the case.
 
OH NO! NOT THE DREADED CENSURE!!!! I'm sure there will be a STRONGLY WORDED LETTER to follow. I suspect the offending individuals will receive commensurate days off. With pay, of course. As "punishment".
Same sort of non-punishment for the federales over here when they screw up.
 
I notice in the report that there was no mention of what planet the UKBA people were from,I appreciate that the UKBA do a sterling job in difficult circumstances most of the time but this episode highlights the fact that in this particular instance they should have taken the advice given by the pilot and handed the job over to properly trained and authorised personnel and not been so bolshy,"A little knowledge is a dangerous thing"

perhaps now they UKBA will concentrate on the electonic stun guns being imported by criminals that have just been on the news.
 
And I would bet that the moron that pushed the whole thing through, probably didn't get blown up. It doesn't say. How many people were killed in the explosion? Was the aircraft destroyed?

Reading that report reminds me of when i was on Holiday at HMP The Mount, i was out side the house block soaking up the sun and having a fag with 2 prison officers while the other inmates were leaving the house block to got to activities, the officers where checking there names and what thy were going to do, every one checked out, a border agency officer come to the officers and asked if these two prisoners were still there the officers said yes, well in he went after about 10 mins out he came and said he could not find them, i took him to the office and showed him the list listing all the inmates and where there cells were, off he went, back he came and said was the officers sure thy were still in the house block, for sure the prison officers were correct by this time i had overstayed my time outside but i just could not resist a little victory, i asked the border agency officer what hope did he have of catching a person outside if he could not find some one in a prison, myself and the prison officers found it very amusing looking at him, he went away,,,,,, Dave
 
You would think that in this day & age the aircraft would be cleared at loading (secure) so that as long as it makes no unscheduled detours/landings & no-one else boards the aircraft before cleared to unload that only the min people would be near it?
That`s how we used to deal with DAC loads going all over the place -no dramas, no incidents & normal heart rates.
 
You would think the UKBA would have a procedure in place that they could contact a suitable partner agency who could assist them or as Hicky says, that the UKBA could verify or trust what the pilot was telling them.
