Naval Lever??

Hi, Does anyone have any idea what this is, It is of Naval origin 9 1/2 in (24.5cm) long and about 20mm dia. I believe it is a Case extractor or something like that??, it does not have any sort of markings on it, is a bit worn and does seem to have some age.

Will agree with you, does look like a case extractor but cant provide a positive id.
