The date had to be stamped on the cap directly prior to the assembly of the fuze and not earlier. So the date resembles the manufacturing date of the complete fuze and not the manufacturing date of the cap.
If I remember correctly 50 fuzes of the daily production had to be dismantled during acceptance inspection in the factory. I guess these dismantled fuzes were not thrown away and were assembled again later. Maybe the double stamped example is one of them and it was made at the end of the year. I don't think they mistakenly stamped the wrong year.
