The attached photo is of a powder charge for the Japanese Type-91 10cm howitzer and is dated Showa 13.11 (Nov 1938) and made at the Osaka Arsenal. My question is in regards to the two solid lines to the right of the nomenclature. Would these mean that this is the second increment charge?

The two strokes have nothing to do with increments. Not sure what they mean but they were stamped at the time of filling as they are of the same ink as the filling date which is on the left.
This is the third increment charge. This can be told by the old Chinese character 丙 meaning "3rd" which is at the bottom of the charge bag nomenclature.
