Is this an exploded fuse?

I have a friend that came across this in Maryland (U.S.) and it looks like it may be an exploded fuse assembly, but doesn't look like any I've ever come across. Do you think that it is, and if so, any idea what from? Thanks.

FYI, the proper name would be fuze. A fuse is something you typically light with fire.
