Is this a 4lb incendiary?

I am trying to identify this piece of UXO. It is 540mm (21 1/2 inches)long, 42mm diameter. It is a smooth cylinder with a hexagonal (6 sided) nut on one end and a counterbored recess approx 15mm deep at the other? It seems similiar in dimentions to a 4 lb incendiary. However i have not seen one that has a smooth cylindrical body before, they all have a hexagonal shape along the full length. Can any one help?

This is a 4lb light cased bomb (Submunition).

I've attached a picture with 2 different types. Off the top of my head they were in clusters of 126???

I don't have any references with me at the moment so someone may correct me on the exact amount.

The fills of the 2 in the pictures were:

DDT (insecticide) - Top and Middle.

Water - Bottom

They were, as the fills indicate, being used for reasearch and trial purposes.
