Identification of a short fat blank

Can anyone identify this blank I have, I have taken a photo along side a .303 round for reference.

From the picture it looks like it may the base of a 14.4 round-not seen one so short before-very interesting item!
 
Think your spot on Chris,its from Czechoslavakia so ties in with being a 14.4mm blank

I have seen one of these before. Apparently it is a propellant charge for some sort of industrial spike-driving tool.
 
I also forgot, this is based on a 12.7x108 case, not a 14.5x114 case.

I don't know what this tool looks like, or what it's exact use is.
 
Thanks gents, I have also been told it may be used to open the rear door on an armoured vehicle of some kind in an emergency, has anyone ever heard of such a thing???

This is a propelling cartridge for an engineer tool. If I recall right for punching holes into rails for the connecting screws.
