ID PLEASE ordnance ???

This was posted on another site ,wondered if anyoone could provide a positive id,,At first to me it looked like a stand off from a round,but if you look closer it appears to have had a few coats of paint and the bulging at the bottom seems very uniform,is it ord related or from a vehicle or gun etc
This is what the finder had to say
"Taking a strole today on Salisbury Plain today me and the missus stumbled upon this.......i had a very cautious look at it and it has the signs of being of an explosive nature.....it is very heavy (made of steel)...it has the grooves and rings that suggests this.....dont worry, i left it where it was and did not mess about with it. I am only asking just out of interest."

Judging by the various coats of paint, and the wear-marks as though it goes through something, my guess is a link pin for a large trailer hitch ? Tony.

That confirms what i thought Tony not ordnance theres too many layers of thick paint ,ive also noticed on one of the pics there seems to be an oblong cut out on the side at the pointy end
