ID please for aluminum object

Hi,

I found two cylindrical, aluminum objects that resemble a small pepper or salt dispenser for on a table. I wonder what they are and if they have anything to do with ordonance at all. They measure 20mm height x 23mm diameter. Bottom and top are perforated with a bunch of holes. One of the ends is clamped to the rest of the object. See picture for one of the things.

They are from a flare pistol cartridge, most likely German origin ( at least those look similar ). The star compound was packed in such capsules.
 
Thanks! I found Geman 2,6cm flare cartridges in the same area, so this matches pretty good!
