I havent been able to find any info on this little guy.
There are no markings or stamps apart from the time increments.
Diameter at the widest point is 60mmphoto1.jpgphoto3.jpgphoto2.jpg
 
This is the German "Richterscher Zeitznder". An extremely rare item, congratulations!

I found an original chart of projectiles and fuzes and some other scattered docs.
The " Richterscher Zeitzuender " was introduced in 1866. It was used in 90mm shrapnel (Festungsschrapnel) for 9cm Steel gun C/67 & others, 120mm shrapnel (Festungsschrapnel) for 12cm bronze cannon C/73 and 150mm shrapnel (Festungsschrapnel) for 15cm bronze cannon and short 15cm bronze cannon. Max. fuze time setting : 9 / 9.5 sec. The fuze received the name from its inventor, Mr. Richter.
