French Fuze 24/31 RSA Mle 38 Marine

I need information about this nicely printed fuze. Is it a mortar or shell fuze?
Marked 24/31 RSA Mle 38 Marine so WW2 Navy fuze. Brass body but alloy nose piece has rotted or been removed.
Who is RSA? 50.5mm overall and 33mm long nose length. Any info is welcome.
