Does anyone know if Yugloslavia ever used the factory code 9804?

9-89-9804 is the marking that I was given and I believe it means 9th lot from 1989 from factory 9804.

No, Yugosalvia used numerical codes only in the 1940s-1950s. After that they switched to their alphabetical codes (Cyrillic and Latin in a mix). Some very few factories kept their numerical codes for much longer (or readopted them during the civil war) but the reason is unknown.
They also used some codes made up for export only (one factory is documented).

Your code here is Chinese and is observed on fuzes and hand held grenade launcher knock off's of the German "Handflammpatrone".
Code use is documented from 1989 to 2003.

I have nothing else other than a projectile fuze at this point. I will see if I can get a picture.
