The "Barnacle" item is a vintage motor car tax disc holder - it appears to be chrome plated, so that would make it post 1920s (Nickel plate before mid 20s) and I believe they were a popular accessory item up to the 1950s. The name is from a sales pitch that they stuck to the windscreen as well as the shell does to a rock and did not fall off when going over bumps. The centre steel piece was threaded and ran through a fixed nut below the chrome shell and pulled a rubber suction cup to create a vacuum seal against the windscreen - it would have had a bakelite (later plastic) knob on it to operate it.
