Yes, it is a WW2 contract box for the UK. There are a variety of Winchester contract boxes for the ball, drill and proof ammunition ordered by Britain, pictures of which I posted recently. However, here they are again.
These were orders placed in 1940 and paid for with cash, they were not Lend Lease.
The original order was placed with Winchester on 4 July 1940 for 210 million rounds, followed a few days later by an order fro 40,000 Proof rounds (for the Smith & Wesson carbine and the Lanchester) and also for the dummy rounds.
The dummies were of two types and the proof rounds had tin washed cases. The first type of dummy was the normal Winchester commercial type but the second corresponded more to a British pattern with four holes in the case and a wood distance piece. Both types had blackened cases.
