Cartridge (?) found on Brighton Beach

Photos have been sent to me of a strange object found on Brighton Beach last weekend. Most of it looks like a cartridge, except for the thick rim and apparent lack of a primer (unless it's been corroded over). Can anyone ID it?

Is it not one of those things they used to get the old as we say in Holland asfalt out of the motorway????

Hi Tony,could this be a rivet for putting into blind holes,insert pin in hole and a good whack on the flat end drives the pin further in and expands the tapered cone on the other end,?

One thing that seems odd with this one is that the pointed end has rusted. I have seen cutter teeth that have been buried in the ground, and the hardened point is usually unaffected by rust.

I would guess that this is simply some sort of steel pin or rivet.
