Hi ukessex,
Can you have a go at uploading the picture straight to the forum, as it cuts down on broken links and missing pictures.
The fuze in your picture is a No199, please have a look at the following link to find out more.

http://www.bocn.co.uk/vbforum/cutaway-diagram-no-t14759.html

There are other posts on this fuze as well if you have time to search, Your friend on metal detecting forum was spot on.
Best regards Weasel.

199 Pyrotechnic Time fuze for Artillery shells

Hi ukessex as the other have stated it is a number 199 Fuze.
A fairly common fuze used on a whole load of shells and Mortars.

The fuzes are usually Aluminium tipped as yours is although other variants do turn up, the fuze is a "Pyrotechnic Time" fuze and has the seconds marked out on the bit you are missing (see picture) the time required is set either manually of by a fuze setter and on firing starts a combustable compound burning which is housed within two grooves running round the inside of the two upper rings and according to the position of the seconds required burns through a hole into the magazine at the bottom and then ignites whatever it is screwed into.

Found on items such as 25 pounder Base Ejecting Smoke round, illuminating and Mortars such as the 3 inch Smoke bomb.
