Not seen one like that before almost looks Russian that is just a wild guess.....! Wonder if it screws all the way into the projectile or if it sits proud a bit? just wondering what the holes are around the body of the fuze and wether they would be inside or out of the shell body. Anyway i am sure that someone will have the answer for you..interesting item though.

It is the inner works for a time and percusian fuze. C normaly stands for the german design navy fuzes, 04 for the year it was introduced into service. Sorry no drawing of this item.
 
This is a part of a Doppel zunder C/04 from the German Kaiserliche marine WWI era.You have only the top there.C stands for Construction and 04 the year.It whas used on 8,8cm schrapp.Time whas 1 to 17 seconds.

C normaly stands for the german design navy fuzes, 04 for the year it was introduced into service.

So the primer on the case for my 60x64R Landing Gun round that is stamped "C/12" is a Navy Primer design intruduced in 1912?
