As I told before on Russian web-site, it`s mine with marking PMN-E.
And it`s more closer photo.

But TM-62s could be and Soviet. I`m not sure that Armenia has a lot of money for producing mines.
 
As engineer munitions in the USSR had the lot starting with the factory code I think this "E" here is the factory code.

Yes, has factory code. As people discussed on Russian web-site, probably E mean factory Electron (Электрон), where produce and A/T mines.
