It is a "British" 1.5 inch signal cartridge, actually made by ICI New Zealand in February 1942. It was loaded in August 1942 as evidenced by the stamps on the side but I cannot tell what colour it was. Whatever it was, it is a Mark I loaded with blackpowder propellant ("I T" on the case).
I cannot read what is written on the base of the case either.

It has a rather "neutral" - perhaps more of your typical cardboard colour..........funny enough since then I have seen a draw full of them, in which the only distinguishing colours were the painted bands (red/ green etc) on some.
Yeah I can't read the scribble on the base either - even zooming in on the photo!
Sorry, when I said about the colour I was talking about the colour of the signal, not the case. Normally the signal colour is identified by coloured bands printed on the case as you say, but can also be found on the top wad (obviously missing on a fired case). Symbols were also impressed on the top wad to allow colour identification by night.
Given the lack of coloured bands your case may have been for an illuminating flare.
