Another Militaria Show gem(?)

I saw this fuse at the Hartford (CT) show a few weeks ago and the guy wanted $250 or something outrageous. Saw him at a show today and got him to $100 and that, while high (IMO) was acceptable for me to satisfy my curiosity.

The pictures show it pretty well. The timing is graduated from 7 to 22. It is marked on the timing ring "A&M" and "11/16". The number 38 is stamped on the inner surface of the ring.

There is an odd brass cap in the nose part of the object. The safety pin goes thru whatever it is that it covers. Could that be something nasty like nitro or something?

A very naked, if I may use the term, sort of fuze.

The Nose has "No. 29" and "C 3" on opposite sides near the tip.

Any help would be appreciated.

As an additional point: It appears that the fuse train is ignited by the flash of the propellent charge. Sort of like the old (american) Civil War Hotchkiss shell.

The arrow points to the hole that opens on the timing fuse inside. Very simple mechanism.
