A Cartridge Electric, Engine Starter number 10 Mark 2 - used to start turbo-jet aircraft engines. Designed to be used in multi shot starter systems.
A small electric primer filled with 4 grains of gunpowder ignited a main filling of 700grammes of cordite propellant.
In your photo at the top left is a closing cup which sits on top of the main charge. In the top centre is the burning grid which retains the main charge in the starter whilst it is under ignition pressure. Top right is the protective closing cap.
The other items excluding the cartridge are packaging.
The cartridge should have a small rim at the base - not clealry visible on yours - has it been cut?
