WW2 10lb practice bomb

Please can someone tell me what this is. Found on a WW2 airfield yesterday. Think it's a mortar or a rocket head. Guessing it may be live.

But will say if you are unsure about anything you find like this then you should call the relevant authority in this case the police who will then contact the bomb disposal unit to deal with it.
