This is a Blowpipe / Javelin Practice dart. Blowpipe was the earliest incarnation of this anti-aircraft missile type, Javelin was its improved successor. Not sure whether it was also used with S15 - otherwise known as Javelin S15 (an improvement on Javelin but after my time) - or its successor, HVM. HVM is the triple warhead version, where the sub-munitions are designed to fly in triangular formation maybe 18 inches apart. While stored in the canister before firing, the tail unit is forward, close to the nose. On firing the tail unit slides back along the body to the plastic tapes that you show in the photos (there will be one or two other tape rings out of sight under the tail unit), and comes to a firm stop on the tapes. Behind the tapes you see a brown hazard band denoting low explosive. This is around the forward end of the boost motor that is screwed onto the main body. The boost motor throws the dart up to 100 metres from the canister on firing. The practice dart was an intermediate stage between the operator training on an inert, electronic, weighted version and firing a live missile.
