Looks like a No. 221B fuze. The fairing is made of a white metal that has a habit of rotting. Are the time rings brass? Careful cleaning may show the numbers going from 0 to 22. The green colour is `eau de nil' as used on smoke ammo, confirmed by the base end of the shell having parallel sides, for smoke base ejection of the contents. Not sure what calibre the shell is. 76 mm perhaps? Scorpion armoured car?
